Promulgation of Decree Law 25564 - Extension of criminal liability to minors
Reduction of the age of criminal responsibility to 15 years for terrorism offenses
Decree Law 25564, published on June 20, 1992, established an extension of the limits of criminal liability by modifying Article 20 of the Criminal Code. It prescribed that a minor under 18 years of age was exempt from liability, with the exception of a person who is the author of or has participated in acts classified as a terrorist crime, in which case the minor should be under 15 years of age. This norm reduced the age of criminal responsibility for terrorist crimes.
