Decree Law No. 25499 on penal benefits
Decree Law that established penal benefits of reduction, exemption and remission of sentences for persons involved in terrorist crimes, as part of the policy of criminal law implemented after the 1992 coup d'état.
Decree Law No. 25499, enacted on May 16, 1992, established the granting of sentence reduction, exemption and remission benefits for those found guilty of committing the crime of terrorism. This norm is part of the anti-terrorist legislation enacted after the coup d'état of April 1992. The decree represents a manifestation of the penal reward law, whose main purpose was to encourage whoever was in a subversive organization to leave it, requiring relevant or qualified information in exchange for which the jurisdictional instances were authorized to reduce or even eliminate the penalty. This law is also known as the law of repentance and was later regulated by Supreme Decree N°015-93 of May 8, 1993.
