Repentance Law

On May 12, 1992, the Peruvian government published the Law of Repentance as part of its counter-subversive strategy. This law was part of the anti-terrorist measures implemented after the self-coup of April 1992.

On May 12, 1992, the Peruvian government published the Repentance Law. This law was enacted in a context of intensifying political violence in Metropolitan Lima, a few days after the police intervention known as 'Mudanza Uno' in the Shining Path wards of the Canto Grande prison (May 9, 1992), which resulted in the death of 35 inmates. The law was part of the counter-subversive strategy of Alberto Fujimori's government, implemented after the self-coup of April 5, 1992. This anti-terrorist legislation sought to weaken subversive groups by providing incentives for their militants to abandon the armed struggle.
