On February 14, 1992, a package of 500 grams of dynamite was placed at the door of the house of the former mayor of the district of Villa El Salvador, Michel Azcueta. This attack occurred on the same day that the PCP-SL had decreed an armed strike in Lima, and in the context of the March for Peace that María Elena Moyano had proposed to carry out in protest against the strike. The attack was part of an escalation of violence by the PCP-SL against local authorities and leaders in Villa El Salvador. The following day, on February 15, 1992, María Elena Moyano was assassinated by a Shining Path annihilation commando.
