On January 13, 1992, a worker from the first sector of Villa El Salvador was shot at the door of his home. This attack occurred in the context of a series of assassinations and assassination attempts committed by the PCP-Sendero Luminoso at the beginning of 1992 in the district. On the same day, a column of eleven Shining Path guerrillas attacked three non-commissioned officers of the General Police who were doing surveillance near the central market of VES, resulting in the death of one policeman. These events instilled much fear in the district's population, which was already facing an escalation of violence by the PCP-SL in its strategy of creating a power vacuum by intimidating and eliminating local authorities and leaders.
