In 1992, Abimael Guzmán Reinoso, the maximum leader of the Communist Party of Peru - Shining Path (PCP-SL), was captured, resulting in the dismantling of the central leadership of this subversive organization. This event marked a significant turning point in the Peruvian internal armed conflict. After the capture of Guzmán and the main subversive leaders, there was a notable increase in the number of official arrests of alleged subversives who were captured and subjected to the new anti-terrorist laws and judicial procedures. The year 1992 represents the end of a period of relatively high violence that had continued since 1987, when the PCP-SL undertook its "leap to strategic balance" by expanding into new regional scenarios.
