At the end of 1991, the army installed a military base in Pausa, capital of the province of Paucar del Sara Sara. This military installation took place very late compared to other areas of Ayacucho, due to the late arrival of violence in this province. From this military base in Pausa, the army stationed approximately 100 military personnel permanently in Oyolo. According to testimonies, the military also committed some abuses against the civilian population in the area.
