In November 1991, PCP-Sendero Luminoso terrorists assassinated 10 peasants in the town of Huari for belonging to the peasant patrols. This attack was part of a broader offensive against self-defense organizations in the area. The same month, another Shining Path column had raided the district of Santo Tomás de Pata, killing 37 members of the Rondas Campesinas. These attacks reflected the PCP-SL's strategy of eliminating those who organized to resist its presence in the communities.
