In mid-June 1991, the army forced the formation of peasant patrols in the area of Huaycahuacho, in the province of Lucanas. This forced formation of self-defense committees was part of the army's counter-subversive strategy in the region. As happened in other communities organized in CAD's in previous years, that same month members of the PCP-SL entered Huaycahuacho and killed six ronderos in retaliation for their organization. This event illustrates the pattern of violence faced by communities that were forced or chose to organize into peasant patrols, being caught between military pressure and Shining Path retaliation.
