The Penal Code of April 1991 established in Title XIV the chapter regulating the classification and punishment of the crime of terrorism. This code, within its modern criminal proposal, established a scheme whose basic type of the crime of terrorism was within what can be called a pluriofensive criminal type and not very precise in relation to what it sought to punish. The legislator punished in a confusing and equivocal manner a set of attacks or acts without clearly establishing the central and priority objective of the terrorist act. In addition, various figures were sanctioned that this code qualified as aggravated terrorism.
