The Executive Power called for an extraordinary session of the Congress of the Republic, which took place from February 4 to 8, 1991. The agenda of this extraordinary session included five main points, among which was the modification of some articles of the Budget Law. This meeting took place in a context of tensions between the Executive and the Congress, where the government was seeking to make adjustments to the previously approved budget legislation. On February 28, the Executive returned to Parliament the bill regulating the writ of amparo and habeas corpus, which had been approved during the last extraordinary legislature.
