CAD training at Masisea

In 1991, a Self-Defense Committee (CAD) was formed in Masisea with advice from the Peruvian Navy as part of the new counter-subversive strategy to combat PCP-SL in the Ucayali region. The CAD faced accusations of abuse and internal corruption.

In 1991, with the change in the Peruvian Navy's counter-subversive strategy, a Self-Defense Committee (CAD) was formed in Masisea with advice from the Navy. This CAD was part of a broader strategy to win over the social base of PCP-SL in the Ucayali region and its tributaries. The Masisea ADC was established in the context of the counter-subversive struggle in Lake Imiria and the Tamaya River, where PCP-SL had established Open Popular Committees since 1989. However, some CAD's were accused of becoming new agents of violence, being dragged by sectors of the Navy to practice acts of torture, disappearances, robberies and arrests. The head of the Masisea ADC at that time was accused of keeping most of what was seized, generating internal conflicts.
