New arrest strategy 'la leva

In 1991, the military in the central region implemented 'la leva', a detention strategy that consisted of capturing undocumented persons in plazas and streets and transferring them to military bases. Those identified were placed under military custody.

Beginning in 1991, the military implemented a new detention strategy called 'la leva' in the central region of Peru. This strategy consisted of arresting all "undocumented" persons in the squares and streets, who were then transferred to the military base. Once at the military base, those who were identified were taken into military custody. This practice was part of the military actions in the mining centers of the region, where the military carried out violent incursions into workers' homes in order to capture those suspected of subversion.
