Law enforcement casualties in 1991
In 1991, 207 members of the Peruvian security forces died (135 from the Armed Forces and 72 from the Police Forces), representing 12.4% of the total number of casualties in the conflict. This was one of the years with the highest number of casualties among government personnel.
During 1991 there was one of the highest number of fatalities among Peruvian law enforcement personnel in the internal armed conflict. According to information provided by the armed institutes and the Ministry of the Interior to the CVR, 207 law enforcement personnel died that year, representing 12.4% of the total number of casualties for the entire period investigated. Of these victims, 135 belonged to the Armed Forces and 72 to the Police Forces. This increase coincides with the period of the so-called 'jump to strategic balance' in which members of the PCP-Sendero Luminoso intensified their attacks against police and military targets throughout the country.
