Supreme Decree 171-90-PCM on military and police personnel in emergency zones.

Supreme Decree that established that military and police actions in emergency zones were under military jurisdiction and that they remained on duty 24 hours a day. It was repealed by Congress in February 1991 for granting impunity.

The government issued Supreme Decree 171-90-PCM, which specified that the actions of members of the Peruvian Armed Forces and National Police in the zones declared in a state of emergency were subject to military justice. This decree established that police and Armed Forces personnel accredited in the emergency zones would remain on duty 24 hours a day. The measure was highly controversial since it granted impunity to military and police personnel by considering them to be on permanent duty. In February 1991, Congress annulled the supreme decree, and later in April enacted a law that definitively annulled the decree that granted impunity to police and military personnel in the emergency zones.
