Supreme Decree 171-90-PCM on Emergency Zones

Supreme Decree that established that military and police actions in emergency zones were under military jurisdiction and that they remained on duty 24 hours a day. It was repealed by Congress in February 1991 because it was considered to grant impunity.

The government issued Supreme Decree 171-90-PCM, which specified that the actions of members of the Peruvian Armed Forces and National Police in areas declared in a state of emergency were subject to military justice. This decree stipulated that police officers and Armed Forces personnel accredited in the emergency zones remained on duty 24 hours a day. The decree was later annulled by Congress in February 1991, and was criticized for granting a patent of impunity to police and military personnel in the emergency zones by considering them on duty 24 hours a day.
