On September 23, 1990, the Asháninka Self-Defense and Development Central Committee No. 1 was formally created in response to the advance of the PCP-SL in the region. This committee arose after the assassination of Asháninka leader Pablo Santoma and other leaders during the VI CART Congress, where a contingent of 60 Shining Pathists attacked the community of Mayapo. The first president of the Central Committee was Emilio Ríos, who adopted the fighting name 'Kitóniro'. During 4 years, the Committee assumed an important role in the organization and leadership of the Bajo Tambo communities, while the CART acquired a low profile, since the main concern of the Asháninka was their defense against the PCP-SL.
