CART Congress and kidnapping of leaders

During the ordinary CART congress in Mayapo (July 18-20, 1990), Shining Path kidnapped three important indigenous leaders: Pablo Santoma Santos (CART president), Oscar Chimanca Chamqueti (Nomatsiguenga Council president) and Dante Martinez (CONAP secretary).

Between July 18 and 20, 1990, the ordinary congress of the Central Asháninka del Río Tambo (CART) was held in Mayapo. At the end of the congress, an armed column of the Shining Path, made up of more than sixty people, including settlers and natives, kidnapped the main indigenous leaders present. Those kidnapped were Pablo Santoma Santos, president of CART; Oscar Chimanca Chamqueti, president of the Nomatsiguenga Council of Pangoa; and Dante Martinez, defense secretary of CONAP. This kidnapping was part of the PCP-SL's strategy to neutralize the native leadership that could oppose their territorial control in the area.
