Control of PCP-SL in Ene and Alto Tambo

At the end of 1990, the PCP-Sendero Luminoso reached total control of the Ene River and the Alto Tambo up to Poyeni, after intensifying its actions since 1989 through forced indoctrination, looting and selective assassinations. This territorial control represented the peak of Shining Path expansion in the central jungle.

By the end of 1990, the PCP-Sendero Luminoso managed to establish absolute control over the entire Ene River and the upper Tambo up to the Poyeni bend. This control was the result of an intensification of actions that began in 1989, when PCP-SL increased its presence through regular visits to native communities, looting, forced indoctrination and selective assassinations. By 1989, PCP-SL presence in the area was widespread and open, and by 1990 they had formed popular committees in several communities. The majority of settlers who did not sympathize with the PCP-SL had already left the Ene Valley and moved to Satipo or other cities. This territorial control represented the peak of the Shining Path expansion in the Central Jungle before the military counteroffensive that would begin in 1991.
