En enero de 1983 ocurrió la tragedia de Uchuraccay, evento que generó significativas tensiones entre las Fuerzas Armadas y la prensa. El general Roberto Clemente Noel Moral, jefe militar de la zona de emergencia de Ayacucho, fue uno de los más interpelados por los medios de comunicación respecto a estos hechos. El general fue relevado de su mando en diciembre de 1983 y posteriormente enviado a una agregaduría militar en los Estados Unidos. En su testimonio publicado en libro, Noel Moral criticó directamente a la prensa por construir una imagen negativa de las Fuerzas del Orden mediante lo que consideraba tráfico de noticias y engaño.
