Law No. 25103 on Reduction of Penalties for Terrorism

First criminal law law law in Peru that established the reduction, exemption or remission of sentences for those convicted of terrorism in exchange for information on subversive organizations. It sought to encourage the abandonment of terrorist groups through judicial benefits.

Law No. 25103, enacted on October 5, 1989, established for the first time in Peru a legal framework for the reduction, exemption and remission of sentences for persons convicted of terrorist crimes. This law was the first criminal law provision in the country, the main purpose of which was to encourage those in a subversive organization to leave it. The law required the beneficiaries to provide relevant or qualified information in exchange for which the jurisdictional instances were empowered to reduce or even eliminate the penalty they themselves had imposed on them. The award could be greater, including freedom, if the person disassociated himself from the terrorist organization and denounced other members.
