Habeas Corpus for missing persons declared unfounded after superficial inspection of barracks
A Habeas Corpus Action was filed against Lieutenant Colonel EP Roberto Contreras, Chief of the '9 de Diciembre' Barracks, in favor of Raúl Alfredo Salas Chocas, Wilson Salas Huanuco and Freddy Félix Flores Salas. This action was declared unfounded by the Second Court of Instruction of Huancayo after an inspection visit to the barracks that only verified the exterior cells. On June 26, 1989, an appeal was filed and rejected by the Second Correctional Court of Huancayo.
