Unified Victims Registry. Amicus Curiae

The IDEHPUCP prepared an amicus curiae that was submitted in the popular action proceedings against Supreme Decree No. 051-2011-PCM. This regulation established, through its article 1, the closure of the Registro Único de Víctimas (RUV) for beneficiaries of economic reparations as of December 31, 2011. That is, only until that date were beneficiaries of the aforementioned reparations program registered and identified. Those persons who, after December 31, 2011, requested their inclusion in the RUV and qualified as beneficiaries of the economic reparations program, could be accredited by the Consejo de Reparaciones, but will not be granted the corresponding economic reparation. The report identifies which constitutional rights were violated by the aforementioned Supreme Decree.
