President Toledo insisted in recent days on receiving an "executive summary" of just 10 pages on the report. There were no factions among the commissioners, but it was nonetheless a heterogeneous group that was not free of tensions. Acts were called terrorist, not the subversive organization. This is the terminology used in military manuals.
