Let Truth Show Its Power
The Peruvian CVR is a direct heir of the Comisión Nacional sobre la Desaparición de Personas (CONADEP) in Argentina and of the Comisión de Esclarecimiento Histórico (CEH) of Guatemala. Its design and execution was nourished by experiences that in 2001 were still fresh. That is why it was endowed with a broad mandate and achieved a mobilization of human and material resources unprecedented among truth commissions. However, the CVR barely "discovered" the hetero-normative, discriminatory, and hate-based component against LGBT populations at the end of its work, and almost by chance.
