Poorer, More Indigenous, More Victimized
The CVR's final report draws a profile of the victim that highlights their ethnic characteristics. Even racist insults are described as a common, additional element in cases of torture, arbitrary detention, kidnapping, and sexual violence. Starting from a historical analysis that situates the internal armed conflict within a web of denser histories, the Report uses testimony as the privileged record and methodology for reconstructing events and accounts of the internal war. Premised on an initial dichotomy that accompanies and guides it — that of victim and perpetrator as differentiated agents — a profile of the victim is configured, but no consensus exists on the profile of the perpetrator.
