Ayacucho: Toward Another Future?

A look at Ayacucho — and even more so, an assessment of its situation — almost always centers on comparing past and present in terms of violence and the possibility that it might recur in one form or another. Little attention is paid to analyzing its advances or setbacks regarding development indicators, the degree of institutionality achieved, and factors (other than past violence) that might explain its future prospects.
