Ten Years After the Presentation of the CVR's Final Report: Have We Made Progress?

Ten years after the CVR presented its final report, it is a good moment to review what happened with its 85 recommendations (53 on institutional reforms and 32 related to the direct aftermath of the conflict). This article focuses on two subjects. The first concerns the victims of the internal armed conflict and the various processes involved in their long struggle for rights, of which the CVR is only one. Second, I wish to provide a summary of progress made on the recommendations regarding institutional reforms.
