Executive Summary of Ombudsman Report No. 162: TEN YEARS OF TRUTH, JUSTICE, AND REPARATION. Progress, Setbacks, and Challenges of an Unfinished Process

Defensorial Report No. 162 accounts for the efforts undertaken after the Truth and Reconciliation Commission, as well as the difficulties, advances, and setbacks in the process of truth, justice, and reparation in the country. We are committed to fostering a deep, calm, and responsible reflection on the obligations and challenges that we as a State maintain toward the victims. The first chapter reports on advances, setbacks, and challenges on the reparations agenda; the second provides a detailed analysis of the state of the judicial proceedings, its deficiencies, and the limitations it faces. Finally, the third chapter addresses the tragedy of the disappeared, whose families remain to this day in uncertainty and unable to close their grieving process. The general conclusion is that, ten years later, the victims of serious human rights violations, the vast majority of whom are poor and located in the most remote areas, have still not received due and timely attention from the State.
