The Senderista strategy compels us to propose a coherent formula to defeat it: fostering the formation of a social movement linked to the professional aspirations of young students from the lower-middle classes who today are part of the university community at those institutions. This movement must generate spaces where the best cadres are identified and provided with concrete opportunities that strengthen their capabilities.
