Barrios Altos Case: The Central Problem Is the Verdict, Not the Prosecutors

The ruling of July 20, issued by the Sala Penal Permanente of the Corte Suprema de Justicia in the Barrios Altos massacre case, sought to become a turning point in the Supreme Court's intervention in cases of serious human rights violations, creating a new mechanism of impunity, but to date it has achieved the opposite. Not only has it exposed the existence of a group of magistrates fully prepared to play into the hands of those convicted of crimes against humanity, but it has also increased the discredit of the Poder Judicial and has placed Peru on the brink of a new decision by the Inter-American Court of Human Rights citing non-compliance with our international obligations.
