CVR: 5 YEARS SINCE ITS FINAL REPORT
If, three years after the submission of the Final Report, the national community was beginning to be warned of a stagnation in the implementation of the CVR's recommendations, by the fourth year warnings of threats and in some cases setbacks had begun. Today, five years after the submission of the Final Report, the finding is that we are facing an open regression in the implementation of its recommendations.
