Ombudsman's Report No. 91: Violations of Life and Alleged Torture, Cruel, Inhuman or Degrading Treatment Attributed to the National Police
This report documents the persistence of physical and psychological abuse in the context of police operations, in a setting different from that of the internal armed conflict. This is a concern for the Defensoría del Pueblo, first, because of the suffering these abuses have caused to each of the victims; and second, because the cases investigated indicate the presence of some features coinciding with the rights-violating acts that occurred during the period of political violence, which would suggest the continued existence of unresolved problems.
