PERU AND REPARATIONS: FEW PRACTICAL ADVANCES ON THE GROUND

The Reparations Law echoes the CMAN framework in rejecting the notion of compensation or pensions to victims, providing instead a comprehensive set of symbolic and material reparations for both individual and collective victims. The law includes an authorization for CMAN to add other programs it deems necessary, and these could eventually pave the way for future compensation to some of the victims. For now, however, the law defers an important obligation of the State in this regard.
