Reparations: A Disguised Offense
The Reparations Program that is to be put into effect has a series of shortcomings that constitute yet another grievance against a segment of the population that has historically been mistreated. Unacceptable. Just weeks before the end of Alan García's government, a supreme decree is issued giving the green light to individual economic reparations — a measure that forms part of the Plan Integral de Reparaciones and whose beneficiaries are the direct relatives of fatal victims (the dead and disappeared), persons who were tortured and as a result suffered lasting consequences, and victims of sexual violence.
