The Conviction for the Barrios Altos Crime
It should be recalled that the amnesty laws were enacted in 1995 because of this case, as the existence of a military organization dedicated to killing people, and its connection to Montesinos and Fujimori himself — who gave the orders for the commission of those crimes — was then beginning to come to light. Years later, in March 2001, a historic ruling by the Inter-American Court of Human Rights voided those laws and ordered national courts to investigate, judge, and punish the crime, giving the case continental significance.
