An assessment of the implementation of the recommendations of the Comisión de la Verdad y Reconciliación (CVR) in the closing year involves analyzing the steps taken by two governments: the outgoing and the incoming. This brings to mind the scene from the 2001 presidential debate: an Alejandro Toledo questioning candidate García about his position on the CVR. The current President evaded the answer.
