Why should a Commission that has been driven by national public opinion and the international community to solve the problem of the innocent have had to begin reviewing cases of repentant offenders, when there are still many cases of innocent people in prison and the review of innocent fugitives has not yet begun? Was it not more logical to conclude the former before moving on to the latter?
