UN Rapporteur Warns of "Climate of Impunity"
Trials of uniformed personnel in Peru for human rights violations, particularly in cases involving the killing of civilian residents, "are progressing very slowly," which generates "the perception of a climate of impunity," said UN representative Martín Scheinin at the conclusion of his mission in the country.
