OPPOSITION TO SUPREME DECREE No. 051-2011-PCM
In this official letter the Consejo de Reparaciones protests to the Prime Minister against this decree for the following reasons: 1. The repeated failure to include representatives of victims in the deliberation of reparations decisions. 2. The illegal provision that limits registration of reparations beneficiaries to December 31, 2011, when the law states that such registration must be "permanent." 3. Finally, it denounces the lack of sufficient technical criteria to establish the amount, form, and priority criteria for "the start of this program."
