Almost immediately after the period began, budget constraints forced the Consejo de Reparaciones to dispense with nearly all of the Technical Secretariat staff, which interrupted the work of qualifying and registering cases in the RUV. However, by the end of the period covered by this report, 84,747 people had been registered in Book 1 of the RUV. Compared to the previous period, 22,913 more names were added to the RUV.
