Comments on the Technical Report of the Economic Reparations Program

By means of OFFICIAL LETTER No. 027-2011-PCM-CRIP addressed to the Executive Secretary, the President of the Consejo de Reparaciones expresses his concern upon noting that the methodology used and the very content of the survey applied do not allow us to conclude that the necessary care was taken to incorporate the voices of the victims. He also conveys that the selection and justification of the criteria used to determine the amounts reveals a greater concern for considerations that do not precisely have a reparatory intent, and finally places on record his disagreement with the procedure for "verification and screening of the list of beneficiaries" drawn up by the Consejo de Reparaciones, as indicated in the final section of the Technical Report.
