Parameters for the Design of a Reparations Program in Peru
The process of forming a new national consciousness in Peru about past abuses and building a more human-rights-respecting political and regulatory framework must include the issue of reparations. The creation of the Comisión de Verdad y Reconciliación (CVR) and the mandate it has been given represent a unique opportunity to advance on this matter. It is timely for the CVR, as well as NGOs, churches, victims and their families, government officials, legislators, media, and other sectors, to know and debate the parameters referred to in this report.
