ACTION PLAN FOR HUÁNUCO, Army Killing Allegations
There are at least 24 civilian killings in the Alto Huallaga valley that have been attributed to the Army by human rights NGOs and journalists during an operation that began in late March. The numbers are growing. The allegations are credible but cannot be categorically confirmed. Doing so would require ICRC access to the area — currently denied by the Army — and a swift investigation by the Peruvian government. We will not conduct a direct EMBASSY investigation in the area of the killings due to security concerns, and we wish not to supplant the existing and effective groups based in Peru, PARTICULARLY THE ICRC.
