Army Officer Found Guilty in Accomarca Case Reportedly Not in Prison

Contains a report according to which Army Captain Telmo Hurtado, who was found guilty of the 1985 Accomarca massacre, is still on active duty and is not imprisoned. In February 1993, the Review Committee of Peru's Supreme Council of Military Justice reaffirmed a 6-year sentence for Hurtado, who had been found guilty of the massacre of 69 non-combatant villagers on August 14, 1985, in Accomarca, department of Ayacucho. It was one of two human rights cases during the past 13 years that resulted in the conviction of an Army officer. The Peruvian government cited both cases as proof of its willingness to discipline those responsible for human rights cases involving the military.
