GOP Orders Investigation of Prison Deaths

The Peruvian government's handling of last week's prison riots is under increasing scrutiny from the Socialist International Conference, the foreign press, and the local opposition. The government has issued a communiqué declaring that excesses occurred, and promising independent and impartial investigations by the government, the military, and Congress. The document also includes a description of a government communiqué acknowledging that the high number of deaths — no terrorist prisoners survived — leads to the belief that excesses did in fact occur. The cable ends with a brief analysis of the political consequences for President García that a truly independent investigation could bring about.
