Peruvian Terrorists Lose the Initiative

This cable analyzes the consequences of President Belaunde's decision to place the army in charge of maintaining public order in the emergency zones. The military have introduced a growing number of their own personnel, who carry out basically defensive functions, while the Police — benefiting from military transport, communications, and weapons — is providing more aggressive patrolling. Press reports from the area are now less reliable than before, but the presence of government intervention is obvious.
