The Importance of Delivering Justice: A Brief Assessment of the Human Rights Criminal Subsystem
The political process that gave rise to the Comisión de la Verdad y Reconciliación (CVR) had in the need for justice one of its most outstanding aspects. This was not without reason. For two decades, the justice system had turned its back on reality and on the interests of victims of human rights crimes, as a consequence of a permanent abdication of its authority. For this reason, one of the CVR's main recommendations in the area of justice was the need to establish a human rights criminal sub-system.
