IDL lawyers were never consulted about the decree. Last Friday, Minister Rafael Rey held a press conference to continue explaining his particular point of view regarding the now highly controversial Legislative Decree No. 1097, through which he has perpetrated a covert amnesty for military and police personnel being prosecuted for serious violations of human rights.
