Decrees benefit Fujimori and García Pérez himself. In an unprecedented publication, within the framework of the delegation of powers ordered by Congress, the President of the Republic, Dr. Alan Gabriel García Pérez, ordered the publication of the unconstitutional Legislative Decree No. 1097, labeled as "Legislative Decree Regulating the Application of Procedural Rules for Crimes Involving Violations of Human Rights." This Legislative Decree has a specific purpose: it benefits military and police personnel currently under investigation by the Ministerio Público and being prosecuted for the crime of aggravated homicide considered serious violations of human rights, as well as crimes against humanity.
